since you guys are having issues with your skins plugin(I herd tell of a ram bottle necking issue), I figured id just suggest this nifty free plugin you guys could implement fairly easily with your existing system/setup. https://www.spigotmc.org/resources/skinsrestorer.2124/ just a suggestion to perhaps save you further head aches, and as far as I understand it could even be integrated into the existing rank system in permissionsex with ease.
with skinrestorer y0u can choose "any" skin you want, works great on both online and offline servers. its just as simple as /skin set [username] (think uuids work too, don't quote me on that tho) and they can further set things up in permissionsex.yml that only donators(or w/e rank) can use it, and its eula compliant.
I know they will have issues with it, as if they use it, it may prevent players from getting their natural skin right off the hop. so people who dont have permission to use the plugin commands would likely be stuck with the default steve skin regardless of whether or not they are a premium account holder. but... on the other hand, people can set their skins to w/e they want, and thats pretty hard to beat regardless of what other skin plugin they decide to use.(I assume their skin management plugin is custom)
