Sorry for the bump, but this sounds like a very nice idea, but I doubt that any of the current plugins could support this feature.
While we're on the subject of plugins, the existing chat filter could be remodeled/reworked to allow messages, but when a muted person tries to talk, his message turns into "This user is currently muted" (as suggested in the OP).

I think this approach would be easier because a similar feature already exists:
When you try to say "this server sucks" the message is changed into something funny and the server kicks you out.

That's actually a smart way so people will know if ur muted and how long till ur not muted.

Awesome idea dude, this will avoid both staff members and players getting spammed by muted people on ./helpop or other sources of media, to speak for the muted person xD

Nice idea! Actually reminds me of the /afk option when you message someone it says "This player is afk and may not respond"

That's a great feature I actually imagine that it would be a great addition to GC
