There are many people who are confused in regards to the types of lag and how to limit it. Overall, it can be split into 3 categories on what is causing lag. There is one, FPS (client lag), two, TPS (server lag), and three, latency (or internet lag).

    Fixing FPS lag~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The Optifine mod can help a player to achieve higher FPS with the same quality. After installing Optifine change settings. This means Graphics -> Fast, Render Distance -> Tiny or Short, Smooth Lighting -> Off, View Bobbing -> Off. Then Optifine settings. Animations -> All Off, except Fire. The reason why is it just turns all fire into a red textbox which looks really strange and really doesn't fit in. Next, Quality -> All Off, Details-> All Off, Chunk Loading -> Smooth.

    Fixing TPS lag~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
TPS can be improved by lowering the strain on the server. This can be done in a number of different ways. Firstly, you can improve the hardware of the server, with more RAM allocated to Minecraft or a faster CPU. You can also make use of plugins, such as ClearLag, to clear entities, garbage collect chunks that are loaded and more to optimize your server. I also recommend using the WorldBorder plugin to limit world sizes and then generate it, so that the server does not have to generate chunks. Finally, you can also unload unused worlds and remove any unused plugins that can be taking resources.

    Fixing Latency Lag(internet)~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
One turn off any background apps on task manager that can be taking up internet band. If you have windows 10 and the dreaded Cortana use this link to help remove it http://superuser.com/questions/949569/can-i-completely-disable-cortana-on-windows-10
Second thing you can do is
    1. Open Task Manager by pressing CTRL, ALT, And DEL at the same time

    2. Find javaw.exe right click it go to details and right click and hit Set Affinity

    3. Make sure CPU and CPU 0 is checked

    4. Right click it again and click Set Priority and click high

    5. Restart MC and like if this worked for you!

Some people open task manager with Ctrl+Shift+Esc
    I set priority not afinity
    View bobbing doesn't affect fps
Also turn on potion particles in animations so you can see invisible people.
I use cortana a lot so I like it with my PC.

how much did the changes you did helped like fps wise? Mine I get 153 to 180 fps but that is also because of it being a gaming pc running 5 things at once

I think setting the priority helps a little bit 5-10 fps, but if you have more programs than minecraft running, it boosts MC's fps.
I have always used cortana so I don't know if it helps ping wise, but I use it to find stuff like disk cleaner/disk defrag.
View bobbing I know hardly does anything, it's just a small bobbing effect on your screen.
I use other stuff too, like cleaning hard drive, overclocking in general.

yea I used to have cortana but if you ever check your task manager it likes to take a bunch of bandwidth when running other internet programs such as minecraft I've removed it because it liked to take 56.7% internet bandwidth when I was running steam.
