Sadly It Can't, You'll Need To Ask An Admin To Change It For You.
As You Can See On "Personal Details" It Says:
"Once your birthday has been entered, it cannot be changed. Please contact an administrator if it is incorrect"
So You'll Need To Let the Admin Do it For You.

Support Tickets Are Mainly Made For 2 Special Reasons:

He Just Needs To Ask An Admin To Change His Birth Date Trough Forums, Either Trough a Public Message, Or Trough A Private Conversation.
