Thanks for the report, but I am unable to tell if the player is hacking. The FOV makes it excessively difficult to determine if the player is hacking, so the evidence is invalid in my eyes; solid evidence is needed to ban a player. I can't see anything that really suggests suspicious activity, sorry. If you have more evidence please feel free to make a new report.
