I'm afraid I cannot do anything for this without evidence of the player not speaking English multiple times. Up to 2 lines are allowed for new players so they can find other players or find out if our server is an English server. If you have screenshots of this players repeatedly speaking other languages, please feel free to post more screenshots. (Please note one to two words are acceptable here and there as well)

 

As short1der said the player only said 1 sentence in a different language so it's not punishable. Feel free to add more evidence in a new report post.
