    why i cannot use flint and steel to light up a fire???

    Because this could let you open up a nether portal. And to prevent that the nether could be griefed since you have creative mode. This has been disabled.

    Flint and stell is banned because of grief with fire :) try to do it with lava because i dont think that lava is banned :) or just use glowstone for light and as staff member said the other and the biggest reason is because of the nether

    In creative you can't really grief because everyone has their own plot.
    You'll need plot trust to build there.

    Locking threat because I already answered the original question :)
