Non-armored scout has permanent speed II too.
So add more ability and it should be 25k

Yeah Soga scout need to take off armor but flash can do this with armot

 

Think on minecrafters this kit is good for new players .

 

When I saw the flash it reminded me of grandmaster the flash and +15K is good enough
