Since he didn´t pay the euros its not actually "Euro" scamming and there for he cant get banned for it. If he would have went first with the euros and then you don´t end up paying him the money its "Euro scamming".

Next time you should contact an admin so you can do the trade correctly with out getting scammed and again thank you for your report!
