I have 290 ms before logging in to the server but after I login and play, people are teleporting around, can't pvp well, can't mine blocks instantly IDK if this is server side or it's my connection guess i'll be away for about 2 weeks if this keeps happening

It's your connections fault, 290ms can be laggy.

 

Don't get too emotional xD I will only be away from anni for a short time I can't do 2 weeks and i'll still be playing in survival
