I'm not entirely sure this is considered spam. For example, the chat may have been dead at the time and halloweend way have actually waited a whole minute, or he may have waited 1 second. I personally would not consider this spam without further evidence. I'll have another staff member take a look to be sure.

 

I would consider this as spam since the player didn't wait up a few more messages till his another reply, even if the chat was dead, but I assume it wasn't since Factions has a steady amount of 50+ players online.
