You could easily just report them on forums if there is no staff on at that moment.

 

or if you are capable of recording, you can easily report the player who is hacking

 

Promoting staff is rather complicated, they need to enforce the rules whilst abiding to them themselves, so let's put this in context. They got many mutes and sometimes even bans, how are we supposed to promote people if they are immature, irresponsible, easily angered? We would have to invest our time cleaning up the problems those people bring with them rather then gaining something out of it, so yes, the requirements lay somewhat high in other people their eyes, though no matter what we do, people always keep complaining, we can't satisfy everyone but we do our best and that is what we do.
